FREQUENTLY ASKED QUESTIONS 

  1. Are there Home Owner’s Association and Dues?           

NO       The purpose of a HOA is to maintain private roads – mainly snow removal in the winter, grading and general maintenance.    HTE’s roads are public, County maintained, year round. 

  1. Who then enforces the CC&R’s? 

The Architectural Committee.

  1. Who is the Architectural Committee?

The owner/developer of HTE  – when the owner relinquishes that duty, it will be turned over to the lot owners.   

  1. Can there be a Home Owner’s Association? 

YES       The lot owners can form one if they desire, or find the need to do so. 

  1. Are we required to build within a certain time frame? 

NO         There is no building requirement. 

  1. What utilities are installed?

Underground power and telephone are installed in the road right of way with pedestals providing hookups to each lot. 

  1. What about water? 

Each lot will require a well.  Two test wells have been drilled – one on Lot 4 – produces 5 gallons per minute (which is the minimum requirement), the other on Lot 13 – produces 30 gallons a minute.  There is the possibility of well sharing when the water produced is in such quantities. 

  1. What does it cost to put in a well? 

The test wells cost $5,000 and $6,000 each.   The cost depends on how deep the well is, as the driller charges by the foot.  The pump and electrical wiring are additional – approximately $1500.00. 

  1. How is sewage handled? 

Each Lot has been approved by the Health Department for individual septic systems.   A permit must be obtained from the Central District Health office, which is located in McCall, Idaho. 

  1. How much does it cost to put in a septic system? 

Cost depends on the system the Health Department requires.  It can run anywhere from $5,000 to $20,000+. 

  1. How many bedrooms are approved? 

The Health Department has approved 4 bedroom homes.

  1. Can we park our RV on the lot? 

YES     However, not on a permanent basis.  Covenants allow a maximum of 120 days.

  1. Can I have a horse on the lot?

YES     But not on a permanent basis – maximum of 120 days, in approved enclosure, animals not to be left unattended more than 48 hours.

  1. Is there fire protection? 

YES  The Cascade Rural Fire District provides fire protection.  There is a fire truck housed between Clear Creek and HTE, about 3 miles away.   Also, there is a 12,000 gallon water tank buried at the mail box cover to assist the fire department.  This should provide a premium discount on homeowner insurance.

  1. Where do I get my mail delivered? 

The rural postal carrier will deliver mail to the mail box units provided.  Each lot will have a box assignment, and a key given to the owner at closing.

  1. Is garbage pickup service available? 

YES     Lakeshore Disposal of McCall, ID.  OR  you can take it yourself to the recycling station east of Donnelly.
